I hope so! But I see no evidence of that.
Ah...to the contrary, what we have seen, is a lack of visibility, secretiveness, a lack of transparent, most recently, they very successful mission apparently of them putting up their 3rd stage for their space station, not having the stage on reentry, saved enough fuel in order to have a controlled reentry, and then not sharing the ** information fortunately fell in the ocean.
